Description
Now that it is possible to install AMDGPU without manually installing the ROCm tools, it would be nice to be able to access some of the management/profiling binaries from within Julia. In my particular case, AMDGPU is the only GPGPU tool I have on my computer, so I never bothered figuring out the mess of installing ROCm (thank you so much for making that possible). May this issue play the role of a feature request to access rocminfo through the julia Artifact system?

Research direction
The issue names no files, tests, or entry points. Start by tracing AMDGPU's Julia Artifact configuration and how bundled executables are exposed; done means users can access rocminfo without separately installing ROCm tools, with coverage for the intended access path.
