Description
Some ideas of API functions to add:
- Check if a resource is available (
isavailable()). See #76 - Check if an event is idle, processed or scheduled (
isprocessed(), etc)

Research direction
Start by reviewing the existing isavailable() work referenced in #76 and the process and event state APIs. Define which states should be exposed for events, including the meaning of isprocessed() and related checks, then verify that the new API consistently distinguishes idle, processed, and scheduled states.
