We want to avoid re-signing treehashes that haven't changed, since the encrypted form is non-deterministic.

Locate the sign_treehashes entry point and trace how treehashes are compared and signed. Review the existing test path for this behavior; done means unchanged treehashes are not re-signed while changed treehashes still are, despite the encrypted form being non-deterministic.
