Description
The Bareiss algorithm is used by default for BigInt determinants, and gives exact determinants for integer matrices. It's pretty straightforward to overload LinearAlgebra.det_bareiss(::SMatrix) in other code, but I figured it would not be a bad idea to integrate this into StaticArrays.

Research direction
Start by locating LinearAlgebra.det_bareiss and the SMatrix determinant methods in StaticArrays.jl, then compare how determinant operations are currently dispatched. Done means det_bareiss accepts SMatrix values and preserves exact determinant behavior for integer matrices; add or update focused tests if the existing determinant tests cover this area.
