Not that I need offset arrays as blocks but I found this while playing with it:
julia> mortar([fill!(OffsetArray{Int}(undef, 0:2), 0), fill!(OffsetArray{Int}(undef, 0:2), 0)])
2-blocked 6-element BlockArray{Int64,1,Array{OffsetArray{Int64,1,Array{Int64,1}},1},Tuple{BlockedUnitRange{Array{Int64,1}}}}:
