Description
e.g. BlockDiagonal, BlockTridiagonal, BlockSymTridiagonal, BlockUpperTriangular, etc.
This came up at https://github.com/invenia/BlockDiagonals.jl/issues/8 -- that package no longer extends BlockArrays, but it'd be good to move similar functionality here if there are efficiencies to be gained.

Research direction
Start by reading the linked BlockDiagonals.jl issue #8 and reviewing the existing Block* functionality in BlockArrays.jl. Define which LinearAlgebra block structures should be supported and what efficiencies are expected; done means the selected functionality is implemented with appropriate coverage and its benefits are demonstrated.
