Description
# Problem
Currently, the Joystream governance system has moved to versioned proposals for quite a few things that get updated/improved upon with some regularity, here is an example of one of these:
* https://pioneerapp.xyz/#/proposals/preview/550 - `Builders WG Compensation Plan V3`
* https://pioneerapp.xyz/#/proposals/preview/455 - `Builders WG Compensation Plan V2`
* https://pioneerapp.xyz/#/proposals/preview/441 - `Builders WG Compensation Plan`
It is tedious to know that you are improving upon a preexisting proposal and have to manually recreate it by copy/pasting
# Solution
Add the ability in Pioneer to "fork signal proposal"--this would automatically recreate the proposal with the necessary text filled in and it can just be edited.
It should also link to the previous proposal once created.
It would be even better if this type of "versioned proposal" could show the difference between the old/new proposals in what text has been changed.
