[Nara] Shouldn't be possible to buy/sell token when CRT pallet is frozen

As @ivanturlakov reported [here](https://github.com/Joystream/joystream/issues/4878#issuecomment-1855884237) it seems that is possible to buy and sell tokens even with the CRT pallet frozen.
Since there are some runtime [tests](https://github.com/Joystream/joystream/blob/e3db20dc46a5683f2eb46d2e27bbb52fb41ac2d3/runtime-modules/content/src/tests/creator_tokens/init_token_sale.rs#L155) covering the sale, maybe atlas is not displaying the error or something happen during the tests that made the pallet not being actually frozen.
