Description
# Background
Ability to provide someone $JOY with long term alignment may come up for many use cases, but currently its not possible.
# Proposal
Add a new proposal type for doing spending out of council budget, which also adds vesting capabilities, similar to those found in the vesting pallet. The beneficiary account does not have to approve inflow, but vesting only constrains new funds.
