Project token runtime deployment plan

# Background

We are making changes to the project token pallet, and project tokens will be put in production through a runtime upgrade. What implications will this have for how the runtime upgrade needs to occur? Is migration going to be needed of some kind?

# Proposal

Prepare a project toen runtime deployment plan which describes what sort of on-chain migration will be needed, as well as the integration testing cases needed to verify.
