New storage buckets analytics command

# Proposal

I am not at all certain that this is a big problem, because operators coming and going will not be that frequent, and it would be very natural for the lead to deal with this as it happens, but suggesting this small enhancement as it came from senior infra lead.

Add some new colossus CLI command which dumps basic stats about storage buckets, and also an be asked to filter on any buckets with factor lower than some given level, so as to allow lead, to really anyone, to find all buckets at risk.
