### Context
Pioneer users, and council members specifically who are voting on Payouts Proposal would benefit from having more context available for the payouts before voting on it.

## Scope
To support this use case, we believe adding the following fields to the metaprotocol is required:
- [ ] Link (url) to incentives details page on a separate tool, string
- [ ] Incentives payload hash, string
