Description
# Background
CRT issuer is currently the only actor who can trigger a revenue split. This means that either if this actor is incapacitated, or becomes malicious and wants to extort CRT holders, then it may become impossible to ever ever to a revenue split. This may be a problem.
# Proposal
Introduce some sort of governance level time delay where if a revenue split has not occured for more than that delay, then _anyone_ can trigger a revenue split for the channel.
