Description
# Dependency
https://github.com/Joystream/joystream/issues/4325
# Background
Being able to publish something that will be available only at some point in the future, but where you do not want to require direct action of the publisher at that time, is a very useful feature.
# Proposal
Introduce a new metadata signal + `Argus` compliance which only makes content accessible at some point in the future.

Research direction
Start by reviewing the dependency issue at github.com/Joystream/joystream/issues/4325 and the Argus compliance context. Identify where metadata signals and Argus compliance are defined; done means content remains inaccessible until its scheduled future availability without publisher action.
