Stale explainer of council budget

Now says `/// Budget for the council's elected members rewards.`, but it funds other stuff as well, like bounties or working groups, and spending proposals, etc. comment should be updated. It can also absorb capacity from channel balances owned by curator groups, failed bounties, and other sources.
