Description
New users hit many roadblocks on the new system with the costs and locked tokens.
I think defining what locked tokens are and what they can be used for is very needed for new users.
I have listed the major roadblocks and ideas for solutions below to focus on the question “What can I do with my $JOY?”
1.) Controller account
Locked tokens can not be moved to your controller account to participate in the governance. The ability to use these tokens without moving them in some cases would be very beneficial.
2.) Forum
The forum has a help and support area. Allowing the tokens to be used in this area would be a no brainier. Currently new users have enough tokens for two posts (with 100 invite tokens). However these tokens don’t seem to be able to be used on the forum as you need them in your controller account.

3.) Bounty Enrollment
Allowing new users to claim apply for bounties and earn tokens that are not locked in the system.
4.) Working Groups
Not all working groups maybe applicable for locked tokens to enroll in, however the option to allow locked tokens to apply for some working groups could be beneficial for content creation.
5.) Outside The Box Solution
Allowing all governance activities to be completed with locked tokens, after completion (and approval if necessary) a small amount of the locked tokens become unlocked.

Research direction
Start by reviewing the locked-token constraints described for controller accounts, the forum, bounty enrollment, and working groups, along with the linked forum area. Before implementation, define which governance activities should accept locked tokens and what approval or unlocking rules would count as done; the issue names no files or tests.
