Multilingual whitepaper selection

We now have lightpapers in at least one additional language, so we need to introduce a visual selector drop down on the website to allow the person to select the language. Perhaps also having a flag icon is worth it to make selection clearer. Next language will be Russian. There needs to be two parts to this: design & implementation.
