Design Networking Structure (MC)

Decide on the approach we want to take in terms of networking for the MC subsystem.
This will require some testing to decide whether or not there is a performance benefit to writing our own solution.
If we decide to write our own, try to finalize the process by which the MC server will communicate changes to the clients, and write a security policy to decide how to handle reports of potential security vulnerabilities.
