Description

Programme: #1

Own the declarative generated-interface layer: UI IR, trusted component catalogue, adaptive/reviewable layouts, portable workspace applications and sandboxed generated custom components.

## Child issues
- [ ] #49 UI-01 — UI intermediate representation and validator
- [ ] #50 UI-02 — Deterministic component catalogue
- [ ] #51 UI-03 — Adaptive layouts and reviewable revisions
- [ ] #52 UI-04 — Portable workspace applications
- [ ] #53 UI-05 — Generated custom components and applications

## Cross-cutting gates
Generated UI cannot mint authority or impersonate trusted chrome; deterministic interactions work without inference; exported applications transfer no credentials/approvals; executable extensions follow review/signing/sandbox rules.
