## Proposed implementation
Package the user-space runtime as a session/distribution and staff K0-K4 separately with explicit hardware, ABI, driver, browser and inference compatibility gates. Keep reasoning and generated interfaces unprivileged.

## Done when
P8 and K0-K4 stage plans are owned, and OS progress is measured by real supported workflows and deterministic recovery rather than a boot demo or Rust line count.

## Guardrail
Kernel ambitions must not consume browser security-patch and connector-maintenance capacity required for current users.
