## Objective
Ratify product invariants and review vocabulary

## Implementation
Approve persistent workspace ownership, Personal/Original/Evidence separation, explicit local/hybrid modes, bounded agents, trusted authorization and independent verification as non-negotiable integration constraints. Define review-approved separately from implemented and verified.

## Deliverable
Versioned product charter and review-state definitions.

## Verification
Every workstream can identify how its implementation preserves user-owned state and control when inference is unavailable.

## Failure / guardrail
Scope decisions must not quietly remove required feature families or replace persistent applications with transient chat outputs.
