Multi-user / Work Profile support missing after redesign and Auto Include affects other users

Steps to reproduce/复现步骤

Issue 1 & 2 — Work Profile / Multi-User

Step 1: Set up multiple users or a Work Profile on the device.
Step 2: Open Vector after the latest redesign/update.
Step 3: Check the list.
Step 4: Long-press any installed module and check the available options.

Issue 3 — Auto Include

Step 1: Set up a Main Profile and a Work Profile.
Step 2: Enable Auto Include for the Work Profile.
Step 3: Install a new application.
Step 4: Open Vector and check the module/app selection for both profiles.

Expected behaviour/预期行为

1: Vector should display all available users, including the Main User, Secondary Users, and Work Profiles.
2: Long-pressing a module should provide an option to install the module for another user/profile.

3: Auto Include should be user-specific. If it is enabled for the Work Profile, newly installed apps should automatically be included only for the Work Profile and should not affect the Main Profile or other users.

Actual behaviour/实际行为

1: After the recent redesign/update, the Work Profile and other users are no longer shown in Vector.
2: The option to install a module for another user is no longer available when long-pressing a module.

3: In the older version, when multiple users were available, enabling Auto Include for the Work Profile also affected the Main Profile. When a new app was installed, it was automatically selected in both the Work Profile and Main Profile instead of only the user where Auto Include was enabled.

Start by reproducing the issue with the latest debug build on Android 16 using a main user and Work Profile, then inspect the redesigned user list and module long-press actions. Verify multi-user visibility, per-profile module installation, and Auto Include behavior with a newly installed app. Done means all profiles appear, cross-profile installation is available, and Auto Include affects only the profile where it is enabled.
