Description

if you set menuIsOpen={true} and menuPortal, the menu won't be open at first: you must first manually open the Menu so it's always open

Research direction

Start by reproducing the behavior in the linked CodeSandbox with menuIsOpen={true} and menuPortal enabled. Trace the menuIsOpen and menuPortal entry points to determine why the initial render does not show the menu; done means the menu is open immediately without manually opening it.
