Because when bad network, WebView will just keep showing preload.json

Research direction

Start by locating the Android WebView setup and checking how load failures are currently surfaced. Clarify the expected behavior for bad network conditions, preload.json, and the default WebView error before changing code; done requires a reproducible failure path with agreed handling.
