Update text in README to tell users about LF EasyCLA

Description
Right now, the [`README.md`][readme] talks about the offline process and the need to print, sign, scan and email the CLA to a particular mailing list. Since we're now all set up for the electronic process, we should update the docs accordingly.
We should also upload the latest version 1.1 of the ICLA and CCLA so that folks know what they will be expected to sign should they go through the electronic LF CLA process.
Action items:
- [ ] upload ICLA and CCLA v1.1
- [ ] update the `README` to point to the new process
