disable index action is changing state to INSTALLED

Hello.

I have a set of indexes that I'm trying to remove. When I try to disable them, the indexes change from ENABLED to INSTALLED, instead of DISABLED.
For this reason, I cannot invoke after the index removal action.

No files, tests, or entry points are identified in the report. Start by reproducing the index disable action and trace the state transition from ENABLED; inspect where the action should produce DISABLED rather than INSTALLED. Done means disabled indexes reach DISABLED and the subsequent index-removal action can be invoked.
