[Jans Tent] Organize config.py sections and comments

Jans Tent config.py may be best organized, commented and/or self explanatory.

as per @nynymike suggestion:

> if you only need the discovery endpoint, you should perhaps put the authz, token and userinfo endpoints in a seperate sections, and say “Only needed if you don’t use the server metadata endpoint”
