feat(jans-shibboleth-idp): import webapp project from gluu4

Import webapp project except for the clustered version
Using docker and/or `readme` files , document and demonstrate the entire integration steps.

Start by locating the jans-shibboleth-idp webapp project and comparing it with the gluu4 project. Read the existing Docker and README materials first, then map the non-clustered integration steps.
