Packets with acknowledgment

Probably packets that sender could be certain about their delivery will be needed in the drone project (mostly event packets).
So add to the library a way of sending packets that enable to set max number of sending attempts, max time for the response, failure callback method, etc.

Start by inspecting the existing packet-sending API and the handling of event packets across the interchangeable media. The issue does not name files or tests; done would require a defined acknowledgment mechanism with configurable sending attempts, response timeout, and failure callback behavior.
