[Taiko] Integrating TJA generation

We have two ways to do so:

1. Use [gradio-rs](https://github.com/JacobLinCool/gradio-rs) to upload the audio to HF spaces and get the result back.
2. Use [candle](https://github.com/huggingface/candle) to run the model locally. (This is possible because the model is lightweight)

No files, tests, or entry points are named. Start by determining how TJA generation fits into the Rust rhythm game engine, then compare the two proposed approaches: gradio-rs with HF Spaces or candle locally. Done means selecting and integrating one approach with a defined generated-TJA result.
