NoMethodError: private method `warn' called for class ActiveSupport::Deprecation

Description

I'm trying to upgrade to Rails 7.2 and when I run rails app:update the process failed with this error:

$ rails app:update

The failure occurs while loading app/resources/jsonapi/v1/user_resource.rb through config/routes.rb and config/environment.rb; reproduce it by running rails app:update on Rails 7.2 and inspect the deprecation call shown in the trace. Done means the resource loads and the update task completes without NoMethodError.
