Description

Mutex isn't cross-process on Mono non-Windows. See https://aakinshin.net/posts/namedmutex-on-mono/. It looks like there's a link to an alternative solution using file streams.

Research direction

Start by locating the NotParallelSafe implementation and the Mutex usage it relies on. Read the linked Mono named-mutex discussion and investigate the mentioned file-stream alternative. Done means cross-process synchronization works on non-Windows Mono without breaking the existing behavior.
