Description
Implement the following methods on binascii:

a2b_qp(done in https://github.com/IronLanguages/ironpython3/pull/1010) -
a2b_hqx -
rledecode_hqx -
b2a_qp(done in https://github.com/IronLanguages/ironpython3/pull/1010) -
b2a_hqx -
rlecode_hqx
They currently throw NotImplementedException.
Note that CPython.test_binascii has been modified to skip the tests for these methods (https://github.com/IronLanguages/ironpython3/pull/672). They should be re-enabled once implemented.

Research direction
Start with the binascii methods that currently throw NotImplementedException: a2b_hqx, rledecode_hqx, b2a_hqx, and rlecode_hqx. Use the existing CPython.test_binascii coverage as the behavioral reference, re-enable its skipped tests, and consider the work done when those tests pass for all four methods.
