Description
With IntPtr/UIntPtr being the backing types for nint/nuint it probably makes sense to add support for more numeric operations.
See also https://github.com/IronLanguages/ironpython3/pull/1650 which adds equality comparisons.

Research direction
Start by reviewing pull request #1650, which adds equality comparisons for IntPtr and UIntPtr. The issue does not identify files, tests, or a complete operator set, so first establish the intended rich comparisons and numeric operations; done means the agreed operations are implemented and covered by the project's relevant tests.
