Pull arrays for Plinth

We (at MLabs) are seeking to improve array performance across the Cardano ecosystem, by making use of techniques similar to [those used by Plutarch][pull-arrays] to make CIP-138 arrays better and easier to use. We would also like to improve further on the Plutarch design by making use of `plutus-tx-plugin` to allow more optimizations.
