Review our test usage and structuring and come up with a policy

We have a lot of tests, and they’re generally organized badly and inconsistently. At least we mostly use the same libraries (tasty and friends). It would be good to review the test suites and come up with a policy for organizing them (e.g. “Follow structure X and use tasty-discover”). That could go in the style guide.
