Peer snapshot file staleness validation

Complimentary to configuration and topology validation we perform in IntersectMBO/cardano-node#6309, we can also correlate the slot number recorded in the file to it's wall clock time and compare it against the current time. The stake distribution normally moves very slowly, so we could agree on some moderate expiration period after which we can emit a warning, particularly in Genesis mode.
