Special configuration of local root peers

Local root peers might require special configuration, e.g. different timeouts. Currently if a block is not produced for too long by the network `chain-sync` initiator will timeout, shuting down the bearer. This is common on the testnet. For one SPO, it led to its BP node being unable to distribute its own block (its relay disconnected).
