Ouroboros-Network Project Integration

The [automate-projects](https://github.com/marketplace/actions/automate-projects) app can be used to automatically include an issue when it satisfies certain cryteria; [examples](https://github.com/marketplace/actions/automate-projects) which include how to include issues which satisfy certain criteria, e.g. having a label.

[Github documentation](https://docs.github.com/en/actions/learn-github-actions/events-that-trigger-workflows#issues) describes all the event types. This is useful to make the example more robust, e.g. include an issue when it's modified, e.g. when the networking` label is added.
