DMQ Rust library - MVP - Phase 2

## Why

Our goal is to develop a functional MVP delivering an alternative Rust implementation of the n2n diffusion mini-protocol, as described in [CIP-0137](https://cips.cardano.org/cip/CIP-0137), building on the PoC completed in #2716. This implementation will serve as a replacement for the standalone Haskell DMQ node, offering better compatibility with new Rust-based node implementations and ready for integration into upcoming Rust nodes. We anticipate maintaining two separate implementations for the pallas-network (legacy) and pallas-network2 (upcoming) crates.
