Description
## Why
Once the DMQ node is available and deployed, a Mithril network will be ready to operate multiple aggregators. We want to provide support for setting-up a new follower aggregator and for aggregator discovery by a client on the network.
## What
Provide documentation for setting up a follower aggregator on a Mithril network, and implement a simple aggregator discovery mechanism for clients.
