Recursive SNARK proof for Certificate Chain - MVP

## Why

Following the completion of the non-recursive SNARK proof for the Certificate MVP (#2917), the next step is to implement a recursive SNARK proof that leverages the non-recursive proof to compress the entire certificate chain (from genesis) into a single succinct proof. This will enable use cases where proof that a transaction occurred on Cardano can be published on-chain, on another chain, or off-chain.
