Expand navigating, sorting and filtering on Governace Actions

We need to show what stage a Governance Action is in.

Current stages include:

- Draft
- Proposed
- Cancelled
- ‘Votable’
- ‘Ratified’
- ‘Enacted’
- ‘Expired’

**User story**
As any user of GovTool, I want to be able to see the status of any Governance Actions so that I can get a better understanding of the Actions themselves, have an easier time of searching the Actions, and see how Actions relate to one another.
