Voting Power and ADA display better displayed and expanded

Currently in GovTool, there is a 'button-type' object on the to right of the screen that shows Voting Power. The rules of this 'button' have changed from Iteration 1, and the current rules are that it will be shown only to Sole Voters and Dreps when they are connected. For each of them, it will show the effective Voting Power as closely as ban be determined.

However, DReps need more information. They need to see who is delegating and how much. It may be possible to expand this to show as a dropdown or on some other page the delegation-to-me history.

**User story**
As a DRep, I need to know who my supporters are (their addresses), to be able to see and track the transactions that created the support, and to know the amounts of Voting Power I've been delegated to so that I can manage my DRep-ness effectively.
