Retire Outcomes from GovTool

## Outcome

The Outcomes pillar is removed without leaving unsupported routes, jobs, dependencies, data flows, or misleading navigation.

## Scope

- Inventory Outcomes frontend, API, persistence, jobs, and deployment dependencies
- Remove Outcomes entry points and internal integrations
- Define any required data retention or migration behavior
- Validate production and test environments after removal

## Acceptance criteria

- [ ] Scope is decomposed into independently deliverable child issues.
- [ ] Architecture and API decisions are linked from this issue.
- [ ] Test, documentation, observability, rollout, and failure behavior are defined where applicable.
- [ ] Epic exit criteria are verified before closure.

This is a 2026 GovTool revamp work item. Its child features and tasks should be added as the scope is refined.
