🐛 "pass threshold" indicator missing on some outcomes pages

I wanted to check if an info action passed, specifically this one: https://gov.tools/outcomes/governance_actions/9b62b3c632f329016a968ac25211825bb4f84b12461121c7da3aa11df92370f9#0

When I looked at it, the indicators on the voting progress bars are not there. They exist on many, but not all of the actions in Outcomes.

2. look at outcomes bar

### Actual behavior

You see no indicator of the threshold on the bar.
