Display Pillar Versions Across All Environments

Add a visible indicator showing the **current version of each pillar** (Proposal Discussion Forum, Budget Proposals, Live Voting, Outcomes, DRep Directory, etc.) in every environment (**dev, qa, preview, preprod, mainnet**). This ensures users and contributors always know which version of a pillar they are working with.

### Acceptance Criteria
- [ ] Each GovTool environment displays the version of each pillar.
- [ ] Versions are shown in a consistent and visible location (e.g., footer, about modal, or environment header).
- [ ] Versions reflect the deployed build/tag accurately.
- [ ] Confirm that all environments (dev, qa, preview, preprod, mainnet) display the correct versions.
