Update the footer text across the GovTool app from
`© 2025 Intersect MBO`
to
`© 2025 GovTool`.
### Acceptance Criteria
- [ ] Footer text is updated on all pages of the GovTool app.
- [ ] No visual layout issues introduced by the text change.
- [ ] Confirm the new text is consistent across all networks (preview, preprod, mainnet).
