🐛 Page titles on all pages are incorrect

### Context

The tag on every page in GovTool is "Cardano Govtool". This is not correct, this is the application title. The title for each page should be unique, and be the 'title' of the page. For exmaple, the "DRep Directory" title should be titled: DRep Directory.

This is important for several reasons: In matomo, for instance, pages are tracked by their title, and since all titles are the same, there is no way that I know of to see how someone goes through the site. Also, Google SEO uses page titles to build sitemaps and crawl the site. Having all pages titled the same will cause Google to rank the site lower, if it crawls it at all.

### Steps to reproduce

1. Go to any page in Govtool
2. look at the name of the page in the browser tab, or the content of the title tag

### Actual behavior

All page titles are set the same: "Cardano Govtool"

### Expected behavior

All pages, as far as possible, should be titled as the name of the page.
