### Context

There is currently no visual feedback for the user when typing or pasting text into the search bar to indicate that a search is in progress. As a result, the user has no indication that the system is processing their query, which can cause confusion. The data may suddenly change once the search is complete, making the experience feel abrupt and unintuitive. Implementing a visible loading indicator would help communicate that the system is actively working on retrieving results.

### Steps to reproduce

**Case 1:**
1. Horizontal Bar :: Governance Actions -> Live Voting
2. Enter a query in the search field.
3. The data should update or a loading indicator should appear.

**Case 2:**

1. Connect to the wallet.
2. Vertical Bar:: Go to the Governance Actions -> Live Voting
3. Enter a query in the search field.
4. The data should update or a loading indicator should appear.

### Actual behavior

There is no visual feedback for the user when typing/pasting into the search bar to indicate that something is loading.

Visual feedback as loader should appear for the user when typing/pasting into the search bar
